No. Plans are billed per org, not per seat — there are never per-member fees. Each plan includes a set number of team members (3 on Starter, 15 on Startup, unlimited on Unlimited), and every member shares the org's features.
Each org (product or brand) is activated with its own plan. Create as many orgs as you like — upgrade the ones you want to activate, and each is billed separately.
You can upgrade to a higher tier at any time — changes apply instantly. Downgrades take effect only after your current billing cycle has completed.
